Background:

The Colorado Communities Symposium Recap Report was published in February 2018 to provide a summary of key themes and action items, as well as a set of next steps for interested parties.

More than 90 action items were proposed during the facilitated town halls at the Colorado Communities Symposium. A call for proposals was subsequently announced inviting community leaders, non-profit organizations, higher education institutions and other third-parties to help administer and/or participate in a number of the proposed action items.

The State of Colorado and Compact of Colorado Communities invite you to a workshop that will bring stakeholders together to shape the Colorado Communities Cooperative, an initiative that would facilitate the ongoing collaboration of stakeholders supporting the action items stemming from the Colorado Communities Symposium, as well as new initiatives suggested by stakeholders.

We hope to establish a set of shared understandings among participants, and then leverage this gathering to serve as the platform launch of working groups and task forces for many of the action items.

WORKSHOP AGENDA

  • Presentation of proposed guidelines for the Cooperative

  • Group discussions to shape and finalize membership guidelines

BREAKOUT TOPICS

The following topics are confirmed for breakout table discussions that will be designed to launch working groups and task forces. Participants will also have the opportunity to suggest other table topics for group discussion during the meeting.

General & Economic Vitality

  • Developing a statewide program that facilitates staff sharing and rotation, a post-graduate fellowship program and mentoring

  • Establishing data, usage standards and decision-support tools to inform budget, long-term financial planning and capital investment decisions

  • Helping communities aggregate their interests in procurement and/or financing of initiatives

  • Forming and supporting innovative funding options leveraging public and private sector sources to help communities implement solutions

  • Developing recommendations for strategic economic development solutions that specifically help marginalized and underserved communities with issues such as poverty, broadband, and public health and have the co-benefit of enhancing resilience or reducing energy/emissions

  • Building a toolkit with case studies, impacts, costs, economic data, sample policies, etc.

Resilience

  • Establishing a statewide peer-to-peer network for resilience and emergency management

  • Standardizing financial risk modeling for extreme events and 2-degree climate change scenarios

Clean Transportation

  • Installing a network of redundant DC fast charging in cities (e.g. free charges with Pay to Park; Smart Charger)

  • Conducting technology assessments of best options for government fleets

  • Convening leaders to develop strategies for pursuing clean transportation

  • Building a statewide campaign to engage the public

Water, Ag & Forestry

  • Creating a fund to help restore soil and to reforest (e.g. watershed restoration fund)

Energy Efficiency & Clean Energy

  • Creating strategies to increase level and availability of building energy efficiency expertise and business activity (via economic development incentives or otherwise) in rural communities

  • Engaging with local utilities to increase clean energy supplied to communities

  • Developing resources to help local leaders talk with their building owners about energy efficiency benefits, implementation, etc.

  • Increasing homeowner awareness of residential efficiency assistance (e.g. in rural and under served communities, working in partnership with co-ops and municipal utilities to conduct more awareness and education efforts)
